Associate Project Officer

To work in the context of the Eritrean and Somali segments of an EU-funded project called E-Platform: Telling the real story – Information campaign targeting Somali and Eritrean migrants (www.tellingtherealstory.org).

The information campaign reaches out to Eritrean and Somali refugees in countries of transit and first asylum in Africa, with a view to inform them about the full scope of the perils and difficulties related to irregular onward movements to Europe and about other possibilities to find protection and durable solutions. Ultimately it should enable concerned people to take an informed decision about their plans and about possible onward movements. This campaign not only relies on traditional media (television, radio and printed material), but makes an extensive use of new, web-based media (e-platform and social media).


Under the direct supervision of the Protection Officer and overall management of the UNHCR Head of Office in Addis Ababa, the Associate Project Officer will provide reports to the Project Manager in Stockholm and colleagues in UNHCR Addis Ababa and will contribute to the efficient implementation of the campaign in Ethiopia.


The Project Associate will be responsible for the following:


  • Coordinate awareness campaign activities among urban refugees in Addis Ababa as well as  identified host communities.
  • Facilitate the dissemination of the e-platform information to urban refugees in Addis Ababa, by identifying focal points from among the refugee and host communities that can be trained and engaged, utilizing a community based approach
  • Contribute to the creation of a ‘Facilitators Manual’ and train facilitators within the refugee context.
  • Work on informing people on regular migratory options to third countries and durable solutions in Ethiopia such as resettlement and out-of-camp policy
  • Engage and coordinate with UNHCR, Partner Agencies and Administration for Refugee and Returnee Affairs (ARRA) in the implementation of the project.  
  • Develop messages and create campaign materials
  • Contribute to social media monitoring on information related to irregular migration amongst the Eritrean and Somali community in line with UNHCR guidelines and under the supervision of the respective Heads of Office and Protection Unit Heads.
  • Additional tasks as agreed by their supervisors.

Competencies:

  • Bachelors degree social sciences, communications or  in relevent field
  • 2 – 4 years of relevant experience 
  • Demonstrate understanding and experience of campaign and public engagement
  • Basic knowledge of international refugee protection and UNHCR’s mandate.
  • General familiarity with the regional mixed migration dynamics in the Mediterranean region
  • Background in community engagement; communication; protection and/or social work
  • Familiarity with social media in the context of awareness campaigns
  • Good written and oral communication
  • Fluency in Tigrinya and English are essential

Duty station:

The Associate Project Officer will be stationed in Addis Ababa, Ethiopia.

Contract:

The Consultancy contract will be issued by UNOPS, starting October 2016 up to 31 December 2016.

Principal Secretary, UNHCR Stockholm, G6 level

UNHCR is recruiting for a General Service position based in Stockholm, Sweden. The UNHCR Regional Representation for Northern Europe is responsible for eight countries: Denmark Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden.

The role of this position is to provide administrative and secretarial support services to the Regional Representative, in order to ensure the smooth running of the Office and its flow and management of information. This would involve direct contact with other staff members and contacts with high ranking officials, both within and outside UNHCR.  The post requires the ability to prioritise tasks and to organise work independently based on direction from the Supervisor.

Areas of responsibility are:

  • Arrange appointments and maintain Supervisor's calendar, receive high-ranking visitors, place and screen telephone calls and answer queries with discretion.
  • Manage the flow of information to/from the Supervisor and other senior staff; identify priority matters that need to be urgently addressed by the Supervisor.
  • Confer with senior managers in the operation and Heads of Sections to secure timely and authoritative information relevant to matters requiring action, facilitating decisions by or authorised approvals from the Supervisor. Ensure follow up to ensure that appropriate action is being taken by senior managers on tasks determined by the Supervisor.
  • Prepare briefing materials for Supervisor for official trips or special meetings.
  • Arrange meetings with high-ranking officials and official receptions given by the Supervisor.
  • Ensure that high-level visitors are appropriately informed, that they receive background information as necessary, and that the necessary protocols are respected.
  • Prepare informal translations.
  • Receive screen, log and route correspondence, attach necessary background information and maintain follow-up system.
  • Select and make pertinent abstracts and undertake searches for information.
  • Draft non-substantive correspondence and ensure follow-up.
  • Draft correspondence, documents and reports, etc., some of which are highly confidential.
  • Maintain policy, confidential and general management files.
  • Keep lists of names, addresses/telephone numbers of ministers, government officials and members of the diplomatic corps.
  • Ensure timely administrative procedures
  • Perform other related duties as required.

Qualifications and Professional experience: 

  • Completion of Secondary education or equivalent technical or commercial school with extensive Secretarial training or post-secondary certificate in Business Administration, Secretarial work, Office Management or a related field.
  • Minimum 6 years of previous job experience relevant to the function, (the number of years of university education may be considered equal to the same number or years of work experience).
  • Computer skills (MS office and People soft applications).
  • Excellent drafting and editing skills
  • Fluency in English and one or more of the Scandinavian languages.

Salary: Approximately tax free monthly net salary SEK 22 500 to 24 000.

Senior Program Associate, UNHCR Stockholm, G7 level

The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements.

Areas of responsibility are:

  • Provide inputs for developing the country (regional) operations plan for overall compliance with UNHCR global strategic priorities and regional priorities as well as with annual programming/planning instructions.
  • Assist in organizing and documenting a consultative process to ensure a consistent application of the organization's criteria and policies for the selection of implementing and operational partners.
  • Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities.
  • Assist in negotiating agreements with implementing partners and ensure that IP agreements are established in conformity with UNHCR's financial rules and the latest Headquarters' instructions.
  • Assist in the design and preparation of detailed operations plan according to UNHCR standards and draft relevant agreements to be concluded with IPs.
  • Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse programme performance, trends and target interventions.
  • Review the implementation and performance of IPs agreements through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports and expenditures; undertake field visits.
  • To ensure quality programmes, use UNHCR's corporate tools (e.g. Global Focus, Focus Client) to assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.
  • Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports.
  • Assist in monitoring compliance to the organization's resource allocation framework, providing support and taking corrective action where required.
  • Assist in ensuring compliance in issuance of audit certificates for Implementing Partners.
  • Perform other duties as required.

Qualifications and Professional experience:

  • Completion of Secondary education and advanced training/certificate in Business Administration, Social Science, Political science, Information Management, International Law or related field.
  • Minimum 11 years of previous job experience relevant to the function, (the number of years of university education may be considered equal to the same number or years of work experience).
  • Fluency in English and knowledge of one or more of the Baltic/Nordic languages is desirable.
  • Computer skills (in MS office).

Salary: Approximately tax free monthly net salary SEK 25 500 to 27 000.
