BAKGRUNN

UNHCRs regionale representasjon for Nord-Europa (UNHCR RRNE) skal gjennomføre en studie om afghanske alenekommende barn som søker asyl i Norge, fraskilt fra sin familie. Dette er en del av et større arbeid for å forstå de bakenforliggende årsakene til at afghanske barn tvinges på flukt. Resultatene fra studien vil bidra til en mer helhetlig og velfundert innsats overfor afghanske asylsøkere og flyktninger, inkludert utviklingen av strategier som sørger for beskyttelse og varige løsninger som er til barnets beste.

En gruppe intervjuere vil bli ansatt for å gjennomføre studien, under ledelse av en prosjektleder.

ARBEIDSOPPGAVER

Intervjuerne rapporterer til prosjektlederen og er ansvarlig for:

  • Å gjennomføre kurs for intervjuere i forkant av studien, samt være aktivt deltakende gjennom hele prosjektet;
  • Etablere kontakt og avtale intervjuer med barna, deres verge og/eller andre relevante parter, etter instruksjon fra prosjektleder;
  • Skape og opprettholde barnets tillit, før, under og etter intervjuet, sånn at barnet føler seg trygg og respektert;
  • Forklare hensikten med intervjuet – vektlegge at det er anonymt og ikke har noen innvirkning på asylsøknaden;
  • Sørge for at alle som skal intervjues får intervjuskjemaet;
  • Fylle inn svarene fra intervjuene nøyaktig på tablet, smarttelefon eller papir;
  • Arkivere og kontrollere at all informasjon er fullstendig;
  • Rapportere til prosjektleder og holde vedkommende oppdatert underveis;
  • Forsikre at deltakernes identitet og de innsamlede dataene holdes konfidensielt gjennom hele studien;
  • Gjennomføre andre oppgaver som gis fra prosjektleder for å sørge for en god og effektiv fremdrift i studien;
  • Gjennomføre intervju med barna når barna er tilgjengelige. Med andre ord, arbeid på kveld og i helg må forventes, samt reisevirksomhet som kan medføre overnattinger;

KVALIFIKASJONER

Følgende kvalifikasjoner er nødvendige:

  • Lavere grad innenfor humaniora, samfunnsvitenskap, statistikk eller annet relevant utdanningsområde;
  • Perfekt kunnskap i minst ett av følgende spark: Farsi/Dari eller Pashtu. I tillegg er god kunnskap i norsk og/eller engelsk nødvendig;
  • Fortrolig med teksbehandlingprogram og epost;
  • Vant med å bruke tablet/smarttelefon;
  • Flekisbilitet og profesjonalitet;
  • Flink til å jobbe i team;
  • Gode kommunikasjonsevner både skriftlig og muntlig;
  • Evne til å jobbe godt under press;
  • Mulighet til å jobbe kveld og helg;
  • Mulighet til å reise innefor Norge;
  • Arbeidserfaring med barn er en fordel;
  • Tidligere erfaring med sosiodemografiske studier vil bli vurdert som en styrke;

KONTRAKTSFORHOLD OG LØNN

Deltidsarbeid i henhold til kontrakt med et visst antall intervjuer per dag og uke i tilsammen fire til seks uker, NOK 20 000 i lønn, samt dekkede reisekostnader. De ansatte er selv ansvarlige for innbetaling av skatt og skatteforhold knyttet til arbeidet.

BACKGROUND

The UNHCR Regional Representation for Northern Europe (UNHCR RRNE) will undertake a profiling survey of Afghan unaccompanied and separated children seeking asylum in Norway, as part of a broader project to better understand the contemporary “push” and “pull” factors behind this movement. The results of the survey will help ensure a coherent and informed response to the movement of Afghan asylum-seekers and refugees, including the development of protection and durable solutions strategies and activities in the best interests of the children concerned.

For carrying out the survey, a team of interviewers will be contracted, working under supervision of the Profiling Consultant.

RESPONSIBILITIES

Under the general supervision of the Profiling Consultant, the interviewers are responsible for:

  • Participating in a training of survey interviewers and demonstrate active engagement throughout;
  • Selecting interviewees for the survey, establishing contact with the children, their legal guardians and other relevant counterparts as advised by the Profiling Consultant;
  • Creating and maintaining an atmosphere of trust in which the interviewed children feel safe and respected;
  • Explaining to the selected interviewees the purpose of the survey, that it is anonymous and has no impact on the asylum application;
  • Administering the survey to the selected individuals;
  • Accurately entering the interviewee’s responses on tablet, phone or paper;
  • Filing and checking the completeness of all questionnaires;
  • Reporting to and debriefing the Profiling Consultant;
  • Maintaining the confidentiality of the responses given to him/her by the respondents and their identity at all phases during and after the project;
  • Undertaking any other tasks allocated by the Profiling Consultant to ensure adequate and efficient running of the profiling survey;
  • Undertaking interviews with children when the children are available. Hence, interviews may take place in the evening and on weekends in a larger geographical area requiring travel and over-night stay from the enumerator.

     

SKILLS AND QUALIFICATIONS

The following skills are required:

  • Basic degree in general humanities, social sciences, statistics or any other relevant domain;
  • Excellent command of at least one of the following: Farsi/Dari or Pashtu. Additionally, a strong knowledge of Norwegian and/or English is required;
  • Good knowledge of word processing software and email;
  • Familiarity with the use of tablets/smart phone;
  • Flexibility and professionalism;
  • Strong ability to work in teams;
  • Written and oral communication skills;
  • Ability to work well under pressure;
  • Possibility to work during evening and weekends;
  • Possibility to travel within Norway;
  • Experience working with children is an asset;
  • Having already participated in socio-demographic studies will be considered an advantage;
  • Experience with interview techniques is a strong asset;
  • A valid work permit for Norway is required.

CONTRACTUAL ARRANGEMENT AND SALARY

Part time contract specific work with a set number of interviews per day and week for a duration of four to six weeks with a payment of NOK 20 000 and additional remuneration for travel. The employee holds the responsibility to clarify and pay any possible taxes stemming from the employment.

RESPONSIBILITIES

  • The Profiling Consultant will work under the overall supervision of UNHCR RRNE and assist in coordinating and undertaking the technical work of the profiling process. Specifically, s/he will:
  • Support the finalization of the profiling methodology and tools in consultation with relevant partners;
  • Assist in developing an operational plan for the data collection;
  • Participate in the recruitment of enumerators (Dari/Farsi and/or Pashtu speakers);
  • Implement relevant changes to the tools; 
  • Assist in coordinating the enumerators, and assist in monitoring data quality;
  • Troubleshoot and flag necessary adjustments to the process;
  • Establish and maintain effective communication between the various stakeholders throughout the process;
  • Support UNHCR RRNE in their communication with stakeholders and relevant actors, including translation into Norwegian;
  • Undertake any other duties required to ensure the successful completion of the profiling exercise.

 

 

DELIVERABLES

The Profiling Consultant should deliver the following:

 

  • Conducting and completion of the agreed upon number of interviews and focus group discussions in accordance with instructions;
  • Collection and submission of the data within the agreed upon timeframes;
  • Thorough interviews carried out with the best interest of the child as a central objective;
  • Substantive assistance with the recruitment of enumerators, including selection and administration of contracts, as well as training.

 

 

SKILLS & QUALIFICATIONS

  • The following skills are required to fulfil the position of Profiling Consultant
  • University degree in human/social/political sciences, or other similar subject or equivalent experience;
  • Strong social research skills and practical experience in survey design and methodology, data management and applied statistics would be an asset;
  • Experience in usage of office software; experience in mobile data collection and statistical software is an advantage;
  • Good analytical skills and ability to understand and apply complex socio-cultural contexts to collected data;
  • Good organizational and management skills;
  • Good interpersonal and cross-cultural communication skills; 
  • Excellent English language skills and good working knowledge of Norwegian. Knowledge of Dari/ Farsi and/or Pashtu is an asset;
  • The candidate must have a valid work permit for Norway.

Full-time. According to standard UN contracts for consultants or affiliate workforce.

Within the Protection Unit at the Regional Representation for Northern Europe, Stockholm, Sweden, this position covers Denmark and is based at the UN City in Copenhagen, Denmark.

The incumbent is responsible for monitoring developments and for assessing and analysing the Danish national legal framework, practice and policies in the area of asylum, durable solutions and statelessness vis-à-vis international and European legal standards and UNHCR positions.

Areas of responsibility are:

 

  • Monitor the development of law and doctrine.
  • Contribute to advocacy towards proper interpretation of law and doctrine as well as in the development of standards of protection.
  • Assist in the preparation of legal advice and drafting of position papers and guidelines on pertinent legal and operational issues.
  • Consistently apply international and national law and UNHCR policies and standards.
  • Provide inputs to the formulation of protection strategies.
  • Liaise with DIP, Division and Bureau work units and external actors to enhance awareness of protection principles.
  • Assist in developing legal policies that are sensitive to the operational context.
  • Assist in developing local capacity and in building adequate institutions on refugee/asylum issues by providing a range of up to date information to lawyers, government officials, and non-governmental institutions.
  • Establish a network of mutual trust with communities of persons of concern and within the relevant governmental and non-governmental counterparts and academia in order to promote the principles of refugee law and protection to selected groups and individuals.
  • In consultation with the Regional Representation and through field visits, monitor and report on all aspects of protection in reception facilities and refugee hosting areas.
  • Assist in the development of project proposals and project implementation.

Qualifications and Professional experience:

 

  • Completion of secondary education with certificate/training in International Law, Political Science/Human Rights/Refugee Law or related field is required.
  • Minimum 11 years of progressively responsible experience, (the number of years of university education may be considered equal to the same number or years of work experience).
  • Fluency in English and Danish.
  • Excellent English drafting skills.

To work in the context of the Eritrean and Somali segments of an EU-funded project called E-Platform: Telling the real story - Information campaign targeting Somali and Eritrean migrants (www.tellingtherealstory.org).

The information campaign reaches out to Eritrean and Somali refugees in countries of transit and first asylum in Africa, with a view to inform them about the full scope of the perils and difficulties related to irregular onward movements to Europe and about other possibilities to find protection and durable solutions. Ultimately it should enable concerned people to take an informed decision about their plans and about possible onward movements. This campaign not only relies on traditional media (television, radio and printed material), but makes an extensive use of new, web-based media (e-platform and social media).

Under the direct supervision of the Project Manager in Stockholm, the Project Associate will be responsible for the following:

 

  • Mobilize the Eritrean diaspora, train and build the capacity of interlocutors and diaspora led organizations in message dissemination
  • Information gathering - In order to define the messages to be conveyed and to choose the most appropriate ways and means for their dissemination, the consultant will have to be in continuous, close contact with the refugee groups, as well as with pre-identified and new diaspora organisations. The consultant will also  monitor the use of internet and social media by traffickers and smugglers
  • Take a lead role in managing and continuously updating the Tigrinya website page and socila media platforms
  • Translate text from Tigrinya to English and vice versa
  • Collect testimonies from Eritrean refugees and those affected by irregular movement in Europe

Competencies:

  • Bachelors degree social sciences, communications or  in relevent field
  • 2 - 4 years of relevant experience
  • Demonstrate understanding and experience of campaign and public engagement
  • Basic knowledge of international refugee protection and UNHCR's mandate.
  • General familiarity with the regional mixed migration dynamics in the Mediterranean region
  • Background in community engagement; communication; protection and/or social work
  • Familiarity with social media in the context of awareness campaigns
  • Good written and oral communication
  • Fluency in Tigrinya and English are essential

Duty station:

The Project Associate will be stationed in Stockholm. ONLY applicants with Swedish residency will be considered.

Contract:
